Along the rocky coastline of Rosario Strait, the 4,128-acre park lies on both Whidbey (south) and Fidalgo (north) islands. Its 15mi of shoreline, much of it in gravel beaches strewn with the sculpted shapes of driftwood, is popular with picnickers who come to build late afternoon fires and enjoy the sunsets on Bowman Bay and Rosario Strait. Trails plunge into thickets of madrona trees or thread past freshwater lakes and coastline. The .8mi round-trip Rosario Head Trail on the north side of the park offers views out across the sound; nearby stands the popular 1983 wooden carving of Ko-Kwal-Awoot (Samish for "maiden of the sea"), by local artist Tracy Powell. A low stone building constructed in the mid-1930s serves as the Civilian Conservation Corps Interpretive Center (north side of park on Fidalgo Island, overlooking Bowman Bay). Exhibits there tell the story of the corps' public works projects (they built the interpretive center) and relate what camp life was like for the workers of the Civilian Conservation Corps.
